here's an odd question: can i upload something and then change the owner and/or give other owner permission to edit it? i know a certain netlabel that insists on mp3s despite the fact that artists want to sent wav/flac due to their slow internet connection. one way to resolve this would be to have it already uploaded to the right place.

it is possible. the person that uploaded it would need to send the request from the email address on the account that uploaded it along with the email address of the account it should be moved to along with the URLs of the items to be moved. once it is moved the original uploader will no longer have editing privileges.

as this can't be changed with metadata editor, i'm guessing it can't be changed through the S3-like API and that being said, am i safe to assume you mean the request needs to go to the forum as with e.g. identifier deletion requests?
